5 foreign nationalities snapping up Singapore property in 2017

Foreigners are making a comeback in Singapore’s residential property market after pulling back from it in 2012, following the implementation of the additional buyer’s stamp duty (ABSD).
Based on the number of caveats lodged, statistics by the Urban Redevelopment Authority (URA) show that purchases by foreigners increased by 48% to 794 units in 1H2017 compared to 535 units in 1H2016, while those by permanent residents (PRs) rose by 32% to 1,876 units in 1H2017 from 1,416 units in 1H2016.
To provide a comparison, private property purchases made by Singaporeans rose by 69% to 8,950 units in 1H2017 from 5,297 units in 1H2016.

Residential outlook for 2018

Most property consultants are expecting new-home sales to ring in at roughly 11,000 units for 2017. This is a 38% increase from the 7,972 units registered in 2016, says Tricia Song, Colliers International head of research for Singapore.
This year, 18 private residential projects with an estimated 6,000 units were launched for sale, says Ong Teck Hui, JLL national director of research. He foresees about 20 projects being launched next year, yielding 8,000 to 9,000 units. Ong’s forecast for new home sales in 2018 is 11,000 to 12,000 units.

Resales to exceed new-home sales
Both Colliers and JLL have similar projections for resale volume: 13,000 to 13,500 units in 2017, a jump of 55% to 71% compared with the range of 7,901 to 8,406 units in 2016. Resales include developers’ sale of balance units in completed projects such as Amber Skye, Gramercy Park, Leedon Residence and Marine Blue.

Prices projected to increase 8% to 10%
Sim forecasts an 8% to 10% rise next year on a psf basis. He sees higher land prices starting to come into play next year as developers try to keep the majority of units in their new projects at the sweet spot, which means smaller units and higher price psf.

Morgan Stanley: Home prices to rise by 8% in 2018

Morgan Stanley has released the most bullish forecast for the Singapore housing market, expecting private home prices to increase by two percent this year, before rising again by another eight percent next year, reported the Business Times.
This compares with DBS’s forecast of a two percent fall in 2017 and three percent increase in 2018 and another three percent in 2019. OCBC Investment Research, on the other hand, only expects a bottoming out of prices in 2018, with prices falling five percent this year.

Singapore private property prices to rise 10% by end-2018: Report

Singapore property prices are set to jump 10 per cent by the end of next year, according to United States banking giant Morgan Stanley.
The bank’s in-house experts expect private home prices to start rising next month – instead of early next year as it stated in a previous forecast. The forecast does not relate to Housing Board flats.
The significant upswing in prices would reverse a four-year downcycle after a range of cooling measures was introduced to slow the market.

Home prices could rise 3-7% in 2018: RHB

The stable job market and strong optimism are the main drivers of growth.
Singapore should brace itself for a 3-7% rise in home prices in 2018 on the back of continuing economic growth, RHB Research revealed.
According to a year-end report, a 0.7% QoQ rise in the Urban Redevelopment Authority’s (URA) Residential Property Price Index was a good indicator of Singapore property prices bottoming out.
RHB analyst Vijay Natarajan said prices are expected to rise, due to a stable job market, strong buying optimism driven by local buyers, and a surge in liquidity and replacement demand due to rise in en bloc sales.

These are the eligibility conditions to buy a new Executive Condominium (EC). For ECs, please note that they are bought from the developer, not us. Before you submit an application, we advise that you also learn more what conditions apply after you buy an EC, and find out whether you must pay a resale levy.

What are the eligibility conditions?

You and any other applicants and essential occupiers need to meet several eligibility conditions such as citizenship, age, income, and property ownership.

Which eligibility scheme do I apply under?

You can apply for a new EC under one of these eligibility schemes: Public Scheme, Fiancé/Fiancée Scheme, Orphans Scheme, and Joint Singles Scheme.

Renovations & Reconstructions

Renovating a Private Residential Property

INTRODUCTION

Depending on your property and type of renovation, you may need to obtain planning permission from URA.
Which renovation works require approval from URA?
Additions and alterations to your property require approval if they:

  • affect the external facade of the building, or
  • result in an increase of the Gross Floor Area (GFA)

DEFINITION OF ADDITIONS & ALTERATIONS (LAND-TITLED RESIDENTIAL PROPERTY)

To qualify as an “Additions & Alterations’’ to a landed-titled residential property, the following criteria must be complied with:

  1. the proposed additional gross floor area does not exceed 50% of the approved gross floor area;
  2. the external walls that are to be removed and replaced with new walls do not exceed 50% of the approved external walls;
  3. structurally changes to the existing landed dwelling house such as replacing or constructing new columns/beams and reconstructing existing floor slabs do not exceed 50% of the existing;
  4. changes/replacement of entire roof, regardless of increase in height as long as it does not involve an additional storey;
  5. addition of an attic provided the increase in GFA is less than 50%;

Proposals that do not comply with any of the above criteria are considered as “Reconstruction’’. The following works are deemed as reconstruction regardless of whether the works exceed 50% of the existing building:

  1. Increase in storey height – Changes/replacement of any part of the roof when it involves an additional storey
  2. Change in housing form – Works which result in a change to the landed dwelling house form, for example, from semi-detached house to detached house.

RENOVATING YOUR HOME (LAND-TITLED RESIDENTIAL)

Check if your renovation works are covered under the Planning Permission Exemption List. If they are not, you will need to obtain approval from URA.
Landed property owners can also use the Landed Housing e-Advisor to evaluate if your proposed works comply with Development Control Guidelines.
Landed property owners can also engage a Qualified Person (QP) to lodge the renovation works under the Plan Lodgment Scheme (Additions & Alterations) if your property is located in certain designated landed housing estate and meet certain criteria.

RENOVATING YOUR HOME (STRATA-TITLED RESIDENTIAL PROPERTY)

Generally, internal renovation works within your strata unit do not require planning permission. However, renovation works which affect the external façade of the building or result in an increase in Gross Floor Area (GFA) will require approval from URA.
In particular, for proposed Additions & Alteration works within strata units which involve an increase in GFA, the applicant is required to obtain a letter signed by the Secretary or Chairperson of the council of the MC confirming that the MC has by 90% resolution authorised the carrying out of the proposed works for the strata unit.
This authorisation letter duly signed by the authorised signatory of the Council of the MC is to be submitted to URA by the applicant together with the proposal as part of the planning application.

The above requirement is only applicable to non-conservation strata-titled residential properties.
